A certificate of eligibility is a confirmation that is required when changing universities if the new degree programme is related or similar to the previous degree programme (subject-related).
With this certificate, the previous examination office confirms that the applicant has not lost their right to take examinations. The clearance certificate also confirms that no module or subject examinations have been definitively failed in the previous course of study. This gives the new examination office formal assurance that the new enrollee is permitted to take all the required examinations.
Clearance certificates should be applied for as early as possible when changing courses, as it may take some time to issue them
An official certification must contain at least the following:
Important: A certified copy must always be submitted in the original!
Please note:
All state and local authorities, offices and municipal associations, as well as other legal entities under public law subject to state supervision that are authorised to use an official seal, are authorised to provide official certification, e.g. residents' registration offices, schools issuing certificates, notaries, state insurance institutions and health insurance companies.
In order to complete enrolment, the semester fee must be transferred and the printed and signed enrolment application must be submitted together with the required documents.
If the admission requirements are met and all required documents are submitted on time, enrolment will take place.
The payment information can be found at the bottom of the first page of the enrolment application.

The easiest way to prove English language skills at level B1 is with your school leaving certificate, provided that it documents at least six years of English lessons and that you have achieved level B1.
Alternatively, proof can also be provided by recognised language tests (e.g. TOEFL iBT, IELTS Academic, telc English, UniCert English, Cambridge Certificate) or a DAAD language certificate from the Technical University of Brandenburg.
Details on the specific date can be found here: DAAD language certificate: English exam
There are various ways to prove that you have English language skills at level B2.
On the one hand, recognised language tests such as TOEFL iBT, IELTS Academic, telc English B2, UniCert II English, Cambridge Certificate or a DAAD language certificate from TH Brandenburg can be used.
Details on the specific date can be found here: DAAD language certificate: English exam
The certificate of exmatriculation (please note: not the notice of exmatriculation) serves as official proof that the previous course of study has been either duly completed, discontinued or definitively failed. It is required to ensure that there is no multiple enrolment (i.e. no simultaneous enrolment at several universities) and to process the enrolment at the new university correctly. In addition, it can be used to check previous university semesters and subject semesters.
Please check with your previous university to see if early de-registration is possible. Many universities issue the certificate of de-registration in advance and allow the document to be downloaded online.

Anyone who wants to study in Germany must qualify for this through their previous education.
HZB
This is proof of eligibility to study at a German university.
Secondary level 1
The qualification for secondary level 1 is a Hauptschule or Realschule school leaving certificate. This is obtained by passing the 10th grade with the usual tests. Completing secondary level 1 does not qualify you for HZB!
Secondary level 2
The qualification for secondary level 2 is the Abitur (i.e., HZB).
Admission to the program: Brandenburg University of Applied Sciences bases its admission decisions on the diverse backgrounds of prospective students. This means that the requirements for admission to the program vary. Further information can be found here: https://www.th-brandenburg.de/studium/bewerbung-und-einschreibung/hochschulzugang/
Proof of health insurance status is required in order to enroll in a degree program. Brandenburg University of Applied Sciences has been participating in the student registration procedure (SMV) since January 1, 2022. From this date onwards, according to §199a SGB V, data transfer between universities and health insurance companies must take place exclusively electronically in both directions. This electronic procedure replaces the paper-based procedure. Within the student registration procedure (SMV), data subject to reporting requirements is exchanged between universities and health insurance companies: Health insurance companies report, for example, insurance status, changes in health insurance companies, and information on outstanding contributions. The universities send information on the start and end of the insured student's studies.
To apply for digital insurance confirmation, provide the start date of your studies and the sender number (H0002218) of your health insurance company.
You can contact any statutory health insurance provider and give them our sender number (H0002218). The health insurance provider will check your exemption from statutory insurance and send the corresponding electronic notification of your insurance status (M10) directly to us. This process can take up to 14 days!
The application for exemption from statutory insurance can be submitted online to a statutory health insurance company of your choice. To do this, simply open a search engine and enter the following terms: “Exemption from compulsory health insurance for students online application.”
Electronic health insurance registration (M10) is a necessary step to comply with legal requirements (Social Security Code “§ 199a SGB V”) and to ensure the protection of students.
The student registration procedure:
Since January 1, 2022, according to § 199a SGB V, data transfer between universities and health insurance companies must take place exclusively electronically in both directions. This process can take up to 14 days!
Enrollment with private health insurance:
If you are exempt from statutory insurance, for example because you have private health insurance, you can contact a statutory health insurance fund of your choice. The fund will check your exemption and send the electronic notification of your insurance status (M10) directly to TH Brandenburg. It is your responsibility to obtain information from a statutory health insurance fund.
If necessary, the sender number for TH Brandenburg is: H0002218.
Important: An insurance card or written membership certificate is not sufficient! Enrollment is not possible without the electronic notification of insurance status from a statutory health insurance fund!
The application for exemption from the statutory insurance obligation can be submitted online to a statutory health insurance company of your choice. To do so, simply open a search engine and enter the following terms: “Exemption from compulsory health insurance for students online application.”
Enrollment with statutory health insurance:
What do you need to do?
The statutory health insurance provider will then send the electronic notification of insurance status (M10) directly to the Brandenburg University of Applied Sciences.
Important: An insurance card or written membership certificate is not sufficient! Enrollment is not possible without electronic confirmation of insurance status from the health insurance company!
Information for international applicants:
If you have not yet taken out health insurance, we recommend that you contact a statutory health insurance company in Germany as soon as possible. They will advise you on the available options and how to take out a policy, for example online. We recommend that you compare the terms and conditions of different providers yourself.
If you already have insurance with a statutory health insurance company in Germany, you can contact them to send the electronic notification of your insurance status (M10 - H0002218) directly to TH Brandenburg.
If you are unable to take out statutory health insurance, for example because you are over 30 years of age, you should still contact a statutory health insurance company to obtain advice.
If you have private health insurance or health insurance taken out abroad, you should also contact a statutory health insurance company. Copies of your letter of admission and insurance documents must be submitted so that your insurance coverage can be checked. If your existing insurance does not meet the standards required for enrollment, the statutory health insurance company will inform you and advise you on further steps. If the requirements are met, the insurance status (M10 - H0002218) will be reported electronically directly to the TH Brandenburg.
Important: An insurance card or written membership certificate is not sufficient! Without the electronic notification of insurance status from a statutory health insurance company, enrollment is not possible!
Even online degree programs include so-called attendance hours or attendance phases. Information on this is available from the academic advisory service.
Travel to Germany is required for courses or exams. Health insurance is mandatory for students in Germany.
